A high amount of FTID (manipulating return tracking labels so the package doesn’t arrive, takes a long time to arrive, etc) revealed an error in a policy setup here. By correcting the policy workflow so returns above $300 (instead of the erroneous $30,000) get flagged for additional review before refund, they removed some of the incentive/upside for committing FTID fraud.
